No, covers (and cartoons for that matter) aren’t assigned. In fact, every Tuesday morning a parade of cartoonists make their way up to The New Yorker’s offices to dump a pile of cartoons on the cartoon editor’s desk, from which a relative few are chosen. I just did it up, totally on spec. They liked it but didn’t think it was quite right for the magazine.
